MASTER PLAN KUSKAT IS A REGENERATIVE URBAN FRAMEWORK FOR APPROXIMATELY 410 HECTARES ACROSS LA LIBERTAD ESTE AND SAN SALVADOR SUR. CONCEIVED AS A TECHNICAL AND NORMATIVE INSTRUMENT, IT RETHINKS CONVENTIONAL PLANNING THROUGH FOUR SELF-SUFFICIENT CENTRALITIES CONNECTED BY A LANDSCAPE-LED MOBILITY NETWORK. THE PLAN ACCOMMODATES APPROXIMATELY 38,460 INHABITANTS IN A COMPACT VERTICAL CITY WHILE PROTECTING FORESTS, ADAPTING DEVELOPMENT TO STEEP TERRAIN, RESTORING HYDROLOGICAL CYCLES, AND BALANCING DENSITY WITH ACCESSIBLE GREEN SPACE, SUSTAINABLE MOVEMENT, AND LONG-TERM SOCIAL WELL-BEING.

CONCEPT
Kuskat reframes the master plan as an adaptive territorial system rather than a fixed diagram. Four centralities establish a polycentric city in which daily services, public life, employment, and housing can operate within distinct yet interconnected urban identities. A connecting boulevard unites these centers across challenging slopes, concentrating growth where infrastructure can perform efficiently while maintaining the landscape as the plan's primary armature.  

The proposal treats topography, forest, and water as active urban infrastructure. Development follows the terrain to limit unnecessary earthwork and reinforce ecological continuity. A sponge-city approach integrates infiltration, retention, planted corridors, and permeable open space so that rainfall can be slowed, absorbed, and returned to natural systems rather than rapidly displaced downstream.  Kuskat proposes a regenerative alternative to fragmented metropolitan expansion.

Its compact, polycentric structure reduces pressure on protected land, shortens everyday journeys, and expands access to landscape and public space. Forest conservation, sponge-city hydrology, low-impact mobility, and topographic adaptation operate together as a single resilience strategy.  

By giving each centrality its own character and everyday services, the plan supports social proximity as well as ecological performance. Density becomes a tool for preserving land, strengthening community life, and creating healthier relationships between inhabitants, infrastructure, and the wider territory.
PROGRAM
The plan is designed for approximately 38,460 inhabitants and organized around four self-sufficient centralities. Major boulevards prioritize pedestrians, cycling, and other forms of soft mobility while maintaining essential territorial connections across steep terrain. The network incorporates 421,000 linear meters of bike lanes and 105,000 linear meters of park areas, linking neighborhoods, services, public spaces, and ecological corridors.  

Land use is structured to reconcile urban intensity with environmental performance. Protected forest occupies 29% of the site. The remaining 71% forms the development area and is planned at 50% coverage: 35.5% of the total site is built area and 35.5% is green space. This distribution supports a high-density vertical city while retaining a substantial, connected open-space system.
